Linked Open Data for INSPIRE: From 3 to 5 Star Geospatial Data

The Linked Data initiative is based in a set of non-normative rules that have become known as the Linked Data principles and the 5 stars of Open Linked Data. The later embeds the former and provides a roadmap to government data owners to the publication of data as Linked Data. This work will analyse 5 star scenarios where data has been successfully delivered using Linked Data best data practices that can be transposed to INSPIRE application scenarios. For each scenario, the reasons of the success of the Linked Data approach are identified, the alternative technical approaches are evaluated, and the feasibility of the application of the lessons learned to INSPIRE are discussed.
