General objectives of the thematic plenaries

Two of the thematic plenary sessions will focus on the contribution, challenges and opportunities of INSPIRE in relation to information delivery for good governance and the knowledge based economy.

In addition, essential to 'good governance', is regularly taking stock of the performance of legislation. The policy evaluation of INSPIRE, leading to a report on implementation to Council and European Parliament in 2014, will be the subject of a dedicated plenary on 'INSPIRE at a Crossroads?'. In this plenary the draft results of the evaluation work will be presented and discussed with representatives from the Member States and the private sector involved in information service delivery.

Governance and Information
INSPIRE is a governance 'tool'. Good governance, the process of making sound decisions and efficiently implementing them, is more than ever powered by our ability to collect, process, share and use spatial data. The objective of this session is to assess how INSPIRE is contributing to a more effective and participated environmental policy in Europe, and how it provides connectivity with other policies affecting our environment, society, and the economy. INSPIRE at a Crossroads?
INSPIRE is completing its formative period, and like children at school has now to pass its mid-term exams. The Member States have provided their view on the implementation of the Directive, a public consultation has been launched in 2013, together with an independent assessment of progress. This session presents the draft mid-term evaluation report. The general discussion in this session with all the participants is an excellent opportunity to give feedbacks from multiple perspectives and help finalising the report before submission to the European Parliament and Council. The Knowledge Based Economy
INSPIRE is unique in its effort to develop interoperability arrangements across many spatial data themes and services. As we implement these technical specifications, we build a platform for a real single market of e-services in Europe across many application domains. This session provides an opportunity to assess the extent to which these wider spin-offs are taking place, and how both public and private sector are benefiting from innovative applications and products.
