INSPIRE News All the latest INSPIRE News en Fri, 23 Sep 2016 14:14:22 +0100 INSPIRE News Horizon 2020 igniting new European GNSS applications <p> Horizon 2020 opportunities for European GNSS (EGNSS) applications development</p> <p> The third call for APPLICATIONS IN SATELLITE NAVIGATION-GALILEO is opening on 8 November 2016 and deadline is 1 March 2017. With a budget of EUR 70 billion for the period 2014-2020, the H2020 programme provides opportunities for the development of applications (apps) for use with EGNOS and Galileo. The EGNSS applications are part of the programme&rsquo;s Space Theme, having synergies with such societal challenges topics as transportation, maritime, agriculture, energy and climate change.</p> <p> The third call addresses concrete solutions and applications in the GNSS market segments. The European Commission has finally published its report which was due under Article 23 of the INSPIRE Directive (2007/2/EC). Together with this report, it presented a detailed evaluation which was carried out in the context of its Regulatory Fitness (REFIT) programme, one of the priorities of the Commission under its Better Regulation agenda. <ul> <li> <a href="" target="_blank"> Commission Report (COM(2016)478) &ndash; in all EU languages</a></li> <li> <a href="">Executive Summary of the REFIT evaluation (SWD(2016)243) &ndash; available in EN, FR, DE</a></li> <li> <a href="" target="_blank">Staff Working Document on the REFIT evaluation of the INSPIRE Directive&nbsp; </a></li> </ul> This evaluation has demonstrated that the INSPIRE Directive is still largely fit-for-purpose, but that further efforts are needed at EU and Member State level to close the significant implementation gaps and to harvest the benefits of the Directive. Moreover, specific issues needing attention concern the data policy provisions in the Directive (Article 17) and requirements and use of some of the technical specifications in the implementing rules (including the streamlining of reporting).<br /> &nbsp;<br /> As a consequence, the Commission issues a number of recommendations and actions which it will now implement in close collaboration with the Member States. One important follow up is the preliminary agreement on a <a href="" target="_blank">Maintenance and Implementation Work Programme 2016-2020</a> at the last meeting of the policy sub-group on Maintenance and Implementation . This work programme will be refined in the coming months and put forward for agreement at the next meeting on 1/2 December 2016. The most important improvements and new features are: <ul> <li> &nbsp;We have updated the documentation to make the Re3gistry easier to install, configure and customise. This release now also contains two complete sets of examples: One that allows to replicate a &quot;registry service&quot; similar to the INSPIRE registry service (with some example data) and an additional example that contains more generic data and a neutral web interface that can be easily customized.</li> <li> &nbsp;Following user feedback, the Re3gistry now also supports a new authentication method in addition to ECAS, which was suitable to be installed only on servers trusted by the European Commission. Reuse of successful existing software would stop continuous reinvention of the wheel and could help to save time and costs for users and administrations alike.
