    Formal Mandate: 
    <p>The Coordination Center PortalU is mandated by an administrative agreement between the German federal government and the German federal states, represented by the respective environment ministries, to develop and maintain a national metadata information system and an information portal for government-owned environmental information. The Coordination Center PortalU is controlled by the PortalU Steering Committee (LA-PortalU), which is formed by representatives of the participating federal states and the federal government. </p>
    Main Activities: 
    The Coordination Center PortalUs main activities consist of the development and maintenance of a national metadata and informaiton infrastructure for environmental data and information. This includes the development and maintenance of an environmental information portal, the development and maintenance of a national environmental metadata catalog, the development and improvement of metadata specifications for the environmental field, the alignment of these specifications with metadata standards for geospatial data, and the integration of these (meta)information systems into the national German SDI. The Coordination Center PortalU is responsible for the German Environmental Information Portal - PortalU and the Catalog of Data Sources (UDK). PortalU provides access to the data holdings of all federal and state environment agencies as well as many other governmental organizations that hold environmental information in Germany. The UDK metadata model has evolved into a quasi-standard for the description of environmental data in Germany and other german-speaking countries (e.g. Austria). The consistent use of the UDK metadata model on a national level contributed considerably to metadata harmonization in the field. Within the German SDI, PortalU and UDK represent two of the main resources for government-held environmental data and information.

    Previous Experience relevant for INSPIRE development: 
    The KUG has more than 10 years of experience with the development and implementation of metadata specifications for the environmental field. This includes the integration of such specifications with the ISO standards for geospatial data and services (ISO 19100 series). The KUG contributed significantly to the development of an application profile for a catalog interface based on the OGC CSW-2.0 catalog interface specification. This profile will play an important role for the interoperability of geospatial and environmental data the German national SDI (GDI-DE).
