    <p>The OMSz - Hungarian Meteorological Service is an independent central institution under the supervision of the Minister for Environment and Water financed by the state budget.<br /> The credit of the Service is contained in the budget of the Ministry for Environment and Water under separate title.<br /> The service is headed by the President.<br /> As state duties of exclusive jurisdiction – contributing to the accomplishment of the Minister’s duties in the field of atmospheric environmental protection – in accordance with the national requirements and in compliance with the international obligations, the Service:<br /> a) operates the official national basic system of observation, telecommunication and data processing in connection with the examination of the atmospheric environment including the observation of the atmospheric radio-activity;<br /> b) informs the governmental organs on the past, present and expectable future state of the atmospheric environment, thus<br /> - provides the Criminal Investigation Office and the judiciary with information on the past state of the atmosphere,<br /> - by continuous tracking of the atmospheric processes issues information for taking measures for safety of life and property as well as for agriculture with special emphasis on events of emergency caused by extreme weather phenomena and on environmental disasters,<br /> - provides the public with basic information on the atmospheric environment through the media,<br /> c) performs the duties of aeronautical meteorology following from official regulations and supervises the meteorological activities serving the security of flights,<br /> d) carries out the research and development activities required for the performance of the above mentioned duties<br /> e/ publishes the results of the activities carried out in the frame of the state duties in its regularly and periodically issued publications.<br /> The Service may carry out servicing and research activities for payment.<br /> To the exclusive competence of the Service belong: issue of official meteorological certificates, professional supervision of weather forecasts connected to safety of life and property, provision of official meteorological information in connection with standardization and planning.<br /> No data collected by the Service can be subject to commercial utilization without the consent of the Service.<br /> In order to enforce the national defense security interests the Service is co-operating with the General Staff and the professional meteorological organs of the Hungarian Army. The Service establishes its professional international relations independently.<br /> The Service exerts its activity in the frame of the World Meteorological Organization under the naming “Meteorological Service of the Republic of Hungary”. The President of the Service is the Permanent Representative of the Republic of Hungary with WMO and with the European Centre for Medium-Range Weather Forecasts (ECMWF) and EUMETSAT.<br /> The Service<br /> a) maintains and operates the national atmospheric observation system established over the territory of the country including<br /> - surface observations and measurements,<br /> - upper-air observations,<br /> - meteorological remote sensing activity,<br /> - maintenance of measuring sites, instruments and equipment;<br /> b) maintains and operates the national meteorological telecommunication system connected to the Global Telecommunication System of the WMO as well as to the joint telecommunication network of the International Civil Aviation Organization and the WMO;<br /> c) operates the meteorological information systems ensuring the control, processing and archiving of data on the atmospheric environment;<br /> d) ensures information analyzing the past and present state of the atmosphere as well as that predicting its future development,<br /> e) maintains the meteorological information system serving for the security of air transport.</p>

    Comments: 
    The general practice of the international co-operation of the OMSz is the assertion of the four main guidelines continued to be the aims of the international relations of OMSz: - participation in WMO programs - professional realisation of the European Union integration - supporting an internationally co-ordinated attitude of the Central-European region - strengthening the bilateral and multilateral co-operations. The World Meteorological Organization (WMO) has been ensuring the co-ordination of the meteorological operational and research and development activities on a global level. Thus it is obvious that the main components of our international activities are determined by our WMO-membership. We have made efforts to take part beside the basic WMO programmes also in the development activities that are the most important for OMSZ (ETEX, GAW, GCOS, WCP). The slowly increasing appreciation of our role played in the different support programmes (VCP, TCP, etc.) is proved by the fact that regarding some special topics (such as LAM-training) OMSz is considered already as a donor-member state. As the first professional realization of our efforts of integration, in 1994 Hungary became a co-operating state of ECMWF first among the states in Central Eastern Europe. Our contractual relation with EUMETSAT (existing since 1992) was raised to a co-operating state status in 1999. The aim of EUMETNET, a special professional organization, established by Western European countries under the aegis of EU is to co-ordinate the meteorological operational and research activities on regional level. Our Service became Member shortly after the joint of Hungary to EU. Before the formal joining we can already enjoy the professional benefits in four programmes of EUMETNET (ECSN, MAP, OPERA, SRNWP: ECOMET is co-ordinating the commercial activities of the N(H)MSs. Our intention to join ECOMET proved to be successful by obtaining the status of co-operating member (1998). The meteorological aspects of environmental protection are ensured by the EMEP programme, that is under the supervision of the European Union, and our Service continued to play an active role in this program. In the COST programme, supervised also by the Union, OMSz accomplished a work highly appreciated also on international level. In the so-called ICCED co-operation that is dealing with all the scientific and technical problems of 8 Central European N(H)MSs (Austria, Croatia, Czech Republic, Germany, Hungary, Poland, Slovakia, Slovenia) we took care that all the decisions corresponding to the professional ambitions of OMSZ have to be implemented. According to the fact that Austria and Germany are participating also in the co-operation of the Western European N(H)MSs (ICWED) and that the directors of the German and the Polish services are members of WMO Executive Council, the direct harmonization of WMO - RA VI – ICWED – ICCED activities is theoretically ensured but the practical results have to be still waited for. The LACE programme was established by the N(H)MSs of six countries (Austria, Croatia, Czech Republic, Hungary, Slovakia, Slovenia) in order to realize the most up-to-date techniques of short range weather forecast with mutual bearing of burdens. Last year several problems emerged concerning professional aspects of the Centre in Prague and financial questions; these problems have been solved on conceptual level at the Council meetings. The experts of OMSZ took part in numerous bi- and multilateral co-operations. The still existing research contracts ensured the development that could not be financed from the state budget. The Austrian, Finnish, French, German, Korean, Slovenian, Spanish and USA co-operation projects on governmental and institutional level (TéT, MAKA, ALADIN, etc.) can be considered successful.
