Mission and Objectives: 
EURADIN (European Addresses Infrastructure) aims at constituting a Best Practice Network to promote the European Addresses harmonization. The emphasis will be put in defining how access to existing address data should be made to ensure the interoperability of existing address data and working out a strategy on how to build up access services to national or regional addresses infrastructures. The project main result will be the proposal for the European addresses Infrastructure and the implementation, testing, and validation of a pilot European Addresses Infrastructure. The results shall be used as a reference for all European Member States to fulfil the INSPIRE recommendations with respect to addresses. The general objective of EURADIN is to significantly contribute to harmonizing the European Addresses, proposing a solution to achieve their interoperability, and thus facilitating the effective access, reuse and exploitation of that content, which will promote the creation of new added value products and services across Europe. The specific objectives are the following: • To establish a wide European Best Practice Network of addresses stakeholders which will continue its labour and activity after the project end. • To aggregate the critical mass of content to ensure that valid conclusions are obtained from the project results. • To aggregate the existing best practices related to addresses definition, registration, and maintenance, in order to analyse, select, synthesize and document the best ones. • To deliver a proposal for the harmonization of European Addresses (Data, Metadata, Data Flow and Business Model) based on the available INSPIRE specifications and implementing rules. • To make the validation of the proposed harmonization model and Addresses Infrastructures through the development of a Pilot European Gazetteer Service giving access to the addresses of several European countries and/or regions. • To make an overall assessment and evaluation of the results obtained the project success, and the impact achieved.
Formal Mandate: 
Members of a project. The project partnership gathers 30 partners from 16 different European countries. The partners involved are the main European stakeholders and experts in the addresses topic, being the core of the project consortium several public organizations (regional governments, national mapping agencies, national cadastral offices) of those European countries that have already developed some work (at a regional or national level) in order to achieve the armonization of their regional or national addresses and address systems. So, the project gathers the different partner profiles needed in order to achieve its objectives. The main roles of the partners involved in the project are the following: • Content providers: Their participation is needed in order to provide the content (addresses) that will allow carrying out the tasks planned. • Users: Their participation is essential in order to provide the necessary inputs to assess adequately the private and public sector user requirements and also to validate the results of the project. • Technology providers: Their participation is necessary in order to give support to the partners involved in the implementation of the proposed solutions in the validation phase. For this purpose, the technological role within the project will be played by • Private sector companies (NAVTEQ; INTERGRAPH; TELEFONICA) will play the role of specialized technology partners, providing the necessary expertise to the partners that could need it. • Some public sector organizations acting as content providers and users also play the role of technology providers, ECP-2007-GEO-317002 EURADIN Annex 1 12 of 73 Version of 22/05/2008 • Standardization bodies: In order to assure that the harmonization proposal to be generated within the project is in line with the relevant standardization bodies’ plans from 2 points of view: The European and the National approach as explained next: European initiatives for standardization: The main European initiative dealing with Geographic Information access standardization is INSPIRE. In order to achieve a broad consensus beyond the consortium on the methods and specifications to be proposed within, it is necessary to involve the INSPIRE community as the most important stakeholder in the area. In order to establish an adequate coordination with the INSPIRE community EURADIN has gathered partners with very strong relationships with INSPIRE National initiatives for standardization: The project will also take into account the standards and initiatives existing at a national level in the countries involved in the project, in order to take advantage of the best practices carried out in Europe.
EURADIN is a 24 month project that has been organized in 9 Workpackages that divide the project into 2 different phases as follows: • Consensus Building Phase: Constituted by WP2, WP3, WP4, WP5, and WP6. This first phase will start analysing the current situation regarding addresses in Europe. It will include the Detection, Analysis, Selection, Synthesis and documentation of the Best practices and the study of the users’ requirements. Based on the results and best practices selected, this phase will also build the necessary consensus and will prepare and deliver the specifications necessary to achieve the addresses harmonization (Data, Metadata and Procedures) and interoperability. • Implementation phase: Constituted by the work packages WP7 and WP8, this phase will carry out the validation of the proposed solution. It will consist of the specification and implementation of a working application (European Address Gazetteer Service) in order to provide a broadly-based validation of the specifications delivered in work packages WP3 to WP6. It will also provide conclusions on the project results. Apart from the sequential Work packages described, the project also includes 2 work packages that will be ongoing during the whole duration of the project; this will be the Management WP (WP1) and the Dissemination and Networking WP (WP9) devoted to adequately coordinate the consortium and its work in the case of WP1, and to ensure the adequate dissemination and awareness of the project results and the achievement of the necessary impact in the case of WP9. Next, a short description of the several work packages is given. WP1: MANAGEMENT The objective of this Work package is the smooth coordination of the EURADIN project consortium and WP to ensure that the work is carried out with minimum problems, and that, work package objectives are achieved successfully and in accordance with the time plan. WP2: INITIAL ASSESSMENT AND USER REQUIREMENTS WP2 will analyse the current situation and select and document details of best Practices existing at European level to be used as the basis for the address harmonization proposal. WP3: DATA Based on the conclusions obtained from WP2 and interacting with the available INSPIRE specifications and implementation rules, WP3 will match the existing INSPIRE framework to the topic of addresses regarding addresses data, delivering the technical proposal concerning harmonised Data specifications on the Addresses theme. The result will be a proposal for the addresses data specification, standardization and harmonization, built with the consensus of the consortium, and therefore covering the necessary European critical mass. WP4: METADATA The main objective will be to deliver the technical proposal concerning harmonised Metadata specifications on the Addresses theme, obtaining a harmonized Addresses Metadata Profile. WP5: DATA FLOW This WP will work on the harmonization of addresses registration and management procedures at a European level. WP6 BUSINESS MODEL: SOCIAL AND ECONOMIC BENEFITS This WP will study the business model applicable to addresses by determining the real potential benefit (social and economic) of delivering geocoded addresses to the European market. It will analyse the actual and future market needs. WP7: VALIDATION: EUROPEAN GAZETTEER SERVICE It will validate the results obtained in WP3 to WP6, by the implementation of a European Gazetteer Service for addresses. WP8: OVERALL ASSESSMENT AND CONCLUSIONS This WP will make an overall assessment of the results of WP7.     EURADIN has gathered partners with very strong relationships with INSPIRE: CNIG/IGN - The responsible person (Sebastian Mas-Mayoral) for the Spanish project partner CNIG/IGN has been member of the INSPIRE Experts Group. Today he is the Spanish representative in the INSPIRE Committee for Spain. CNIG/IGN is the Technical Secretariat of the National Geographic High Council and it is coordinating and managing the INSPIRE LMO "IDEE Working Group of the Commission on Geomatics (National Geographic High Council)". As LMO proposed 4 experts to the INSPIRE IR drafting teams, 2 are today experts working in the drafting teams. As LMO has also sent reference materials RP + CSI - The project partners Regione Piemonte and CSI Piemonte constituted “SITAD Sistema Piemonte” both as a SDIC and a LMO for the Preparatory Phase of INSPIRE Directive. The expert submitted by this organization was involved in INSPIRE Drafting Teams: Claudia Pegoraro from CSI Piemonte, member of the Data Specifications Drafting Team. NorMCA - The project partner Norwegian Mapping and Cadastre Authority (NorMCA) is the national contact point for INSPIRE in Norway and heavily involved in the INSPIRE work. Arvid Lillethun is a member of the Data Specification Drafting Team, Olaf Østensen a member of the Network Services drafting Team, and Laila Aslesen a member of the data Sharing Drafting Team. Olaf Østensen is also a member of the INSPIRE Committee. Olaf Østensen is the Chairman of ISO/TC 211 Geographic information/Geomatics which has published more than 30 international standards, including ISO 19112:2003 – Geographic information – Spatial referencing by geographic identifiers. Morten Borrebæk is convenor of WG 4 on Geospatial services in ISO/TC 211. NLS - The project partner Lantmäteriet (NLS) is appointed national contact point for INSPIRE by the Swedish government. Stefan Björkhammar, NLS, is a member of the Data and Service Sharing Drafting Team, Ewa Rannestig, NLS, has for several years been a member of the Commission INSPIRE expert group and Margareta Lindquist is appointed a member of the INSPIRE committee by the Swedish government IA - The project partner IA whilst not directly involved with the INSPIRE specification drafting teams, is very active indirectly because their partners (IDeA) and the Local Government Association (LGA) are represented on the UK standards drafting work-groups; One of their consultants is likely to play a leading role in QA'ing the specification work on addressing for the INSPIRE proposals coming from the UK; and they sit of the INSPIRE Committee of the Association for Geographic Information (AGI) in the UK which advises the drafting teams indirectly IGNF - The project partner IGNF has 6 experts involved in INSPIRE drafting teams: Marie-Louise Zambon, chair of the Monitoring and reporting DT, Dominique Laurent, member of the Data Specifications DT, Didier Richard, member of the Network Services DT, Nicolas Lesage, member of the Metadata DT, Romain Vialle, member of the Data and Service Sharing DT KADASTER - The project partner Kadaster Netherlands is organised as a Legal Mandated Organisation (LMO) in the INSPIRE organisation. From the Kadaster Marcel Reuvers contributes in a major way at the drafting of implementing rules for metadata (chair DT Metadata) and for data specifications (member DT DS). VUGTK - The person in charge of the project for the partner VUGTK, Pavla Tryhubova is member of the cadastral domain working group for implementation of INSPIRE.
