IACS-CAP

Description
Organisation:
Integrated Administration and Control System (Common Agricultural Policy)
Acronym:
IACS-CAP
Details
Mission and Objectives:
The SDIC is made up of Member State organisations linked to the management and control of aid applications under the Common Agricultural Policy (CAP). The main information management tool used for this process is the Integrated Administration and Control System, required under Council Reg. 1782/03 to be based upon geographic information system technology. The common implementation of the land parcel identification used by member states for this purpose, is not only based upon this technology - constituting a rich, mature SDI - but also frequently employing airborne and satellite remote sensing (orthoimagery). We consider that today, even though some network members may already be in contact with national organisations representing their interests, better visibility and representation should be given to the spatial data infrastructure that IACS already represents.
Formal Mandate:
National Government
Mandate:
In practical terms, the mandate for this SDIC is: – To inform the INSPIRE initiative of the SDIC’s interests and activities – To report to the SDIC upon the INSPIRE proposals and technical progress – To request from the SDIC opinions on the proposals – To report to INSPIRE the SDIC’s reflections on the proposals
Activities:
Technology network aimed at coordinating between implementation of IACS in the Member States.
Membership:
The network regularly (4 times per year) holds meetings with all 27 member states, industry and Commission representatives.
Comments:
The SDIC will be open also to other partners in the network (industry in particular, but potentially even farmer representatives). To date (May 2007) member states DE, FR, UK, IT, IE, DK, EE, ES, CZ, GR, AU, BE, PL, SE, SI, LU have expressed explicit written interest in this SDIC. The formal interest by member states is expected to develop in due course (1st proposal made 20/12/2006 on the basis of concensus made at the annual network meeting 29/11/2006).
Typology:
Sectorial
Thematic
