Monitoring Atmospheric Composition and Climate
Mission and Objectives: 
To establish the core global and regional atmospheric service of the Global Monitoring for Environment and Security (GMES) programme. To combine state-of-the-art atmospheric modelling with Earth observation data in view of providing reliable and documented information services covering European air quality, global atmospheric composition, climate, UV and solar energy, for the benefit of all citizens and of specific user communities in the areas of health, environment, atmospheric science and meteorology.

Provision of Earth observation data records from satellite, ground-based and in situ measurement systems (greenhouse gases, reactive gases, aerosol, UV radiation, solar energy). Monitoring of the distribution and long-range transport of greenhouse gases, aerosol and reactive gases. Atmospheric modelling. Assimilation of Earth observation data into atmospheric models. Forecast of distributions of atmospheric constituents and UV radiation for a few days ahead.
Consortium of 45 international or national agencies and institutions. National institutions belong to Austria, Belgium, the Czech Republic, Denmark, Finland, France, Germany, Greece, Ireland, Italy, the Netherlands, Norway, Poland, Romania, Slovania, Spain, Sweden, UK. European international institutes include the European Centre for Medium-Range Weather Forecasts (ECMWF) and the Joint Research Centre (JRC) of the European Commission (EC).

    Previous Experience relevant for INSPIRE development
    Review of INSPIRE metadata IR in the framework of previous EC and ESA projects. Harmonised metadata system for the archival of atmospheric composition measurements from various instruments. Atmospheric data and service quality assessment. GEOSS implementation. Data quality strategy for Earth observation satellites, ground-based monitoring networks and upgraded level data processing.
