PROMOTE Air Quality Services Integrating Observations - Development of Basic Localised Information for Europe
Mission and Objectives: 
To establish the downstream air quality service of the Global Monitoring for Environment and Security (GMES) programme. To develop and demonstrate user-driven quality-assured information services for the regional and local air quality sectors by combining space-based and in situ data with models, to support communities and agencies involved in health, public information, tourism, particulate matter compliance monitoring, local and regional environmental policy.

Local and regional air quality assessment and forecast. Pollutant emissions inventories. Health community support to people at risk, hospitals, pharmacies and doctors. Particulate matter compliance monitoring support to regional environmental agencies. Local forecast model evaluation support to local authorities and city bodies.
Consortium of 21 international or national agencies, organisations, institutions and corporations. National partners are from Austria, Belgium, Bulgaria, Finland, France, Germany, Greece, Italy, the Netherlands, Norway. Partners also include European international associations and corporations.

    Review of INSPIRE metadata IR in the framework of previous EC and ESA projects. Harmonised metadata system for the archival of atmospheric composition measurements from various instruments. Atmospheric data and service quality assessment. GEOSS implementation. Data quality strategy for Earth observation satellites, ground-based monitoring networks and upgraded level data processing.
