Mission and Objectives:

Mission: to create tools for an easier and yet better soil management, supporting effective integrated spatial development policies. Objectives (general): to develop, maintain and promote the use of a largely national, and partly international, structure for quality assurance of soil management. The exchange of digital data on these topics is an important part of this structure. Objectives (exchange of digital data): discuss issues of harmonization of international, national and regional datasets. This includes data modeling, reference systems, data validation, encoding systems, development of national standards for the exchange of digital data, and involvement in the development of an international standard for the exchange of digital data. Also included is cross-sector integration of data exchange, ever more important as the position of integrated spatial development policies is growing stronger.

Mandate:

A not for profit network organization in which as many as possible public and private parties concerned cooperate in developing and maintaining a largely national, and partly international, structure for quality assurance of soil management. The mandate of SIKB comprises the sectors site investigation and soil remediation, soil protection, archaeology, temporary dewatering and soil energy.

Activities:

Development, maintenance and promotion of the use of: • a XML-based standard for the exchange of digital soil data; • a minimum dataset for site identification and a minimum dataset for policy support, (including dataset modeling); • a tool for quality control of datasets; • data specifications (incl. the development of key definitions); • information models (e.g. IM Measurements (UML), based on the OGC standard Observations and Measurements). Cross-sector integration of data-exchange, and active participation in the development of a new ISO standard on the exchange of digital soil data.

Membership:

Members from the Netherlands include the ministry of Environment, ministry of Traffic and Water works, National Soil Agency (Soil+), Research Institutes (TNO and Alterra), producers and users (national, regional and local authorities, as well as consultancies) of Soil Information Systems and Laboratory Information Systems and our partner organization on water datamanagement (IDsW). Members from Belgium include: producers of Soil Information Systems and Laboratory Information Systems.

Comments:

The standard for the exchange of digital soil data, mentioned under ‘Main activities’ above, has been in active operation since 2002. Data have been exchanged through this standard since then by all parties mentioned under ‘Membership’ above and others. The volume of exchanged data is increasing every year.
