The INSPIRE Directive sets the minimum conditions for interoperable sharing and exchange of spatial data across Europe as part of a larger European Interoperability Framework and the e-Government Action Plan that contributes to the Digital Single Market Agenda. Article 21 of INSPIRE Directive defines the basic principles for monitoring and reporting. More detailed implementing rules regarding INSPIRE monitoring and reporting have been adopted as Commission Implementing Decision (EU) 2019/1372 on the 19th August 2019.
This country fiche highlights the progress in the various areas of INSPIRE implementation. It includes information on monitoring 2021 acquired in December 2021 and Member States update.
The Ministry for Environment and Energy (MEE), has the responsibility for the creation and maintenance of the NSDI and the INSPIRE implementation. MEE has developed a geoportal (geoportal.ypen.gr), in which the priority datasets are available “as-is” through discovery, view and download services. At the end of 2021,60 metadata records were found in the geoportal of MEE (geoportal.ypen.gr). The metadata catalogue is linked to the INSPIRE Geoportal since November 2018.
The catalogue is continuously optimized and new datasets will be added. During 2021 a harmonization and optimization project was launched, regarding the MEE datasets that are linked to the INSPIRE Geoportal. In spring 2022 the new geoportal will be linked to the EU one. The project was about the harmonization of the Priority Datasets and the optimization of the provision and conformity of the network services. The new Greek geoportal resources are expected to lead to a significant improvement of the implementation indicators.
The last few years of INSPIRE implementation by the MEE, have made clear the necessity of preparation and implementation of a National NSDI Strategy in order to support the MEE to fulfill its purpose and engage other public authorities by providing spatial data and services. This Strategy was prepared and went under public consultation in 2020. It is expected to trigger the necessary administrative and legal changes in order to move forward with the implementation of INSPIRE in Greece
