Implementation and potential of INSPIRE coverage data and WCS

Abstract

Implementers from Member States have to make their data conformant to INSPIRE before 2020, for data sets in the scope of Annexes II and III of the Directive. This comprises the Elevation and Orthoimagery themes, for which data has to be mainly provided using the raster spatial representation type, but also other themes which are also allowing it as an option.

Concretely, in the scope of INSPIRE raster data shall be implemented and made available as coverages according the concepts stemming from OGC coverages, ISO 19123 and other related standards currently in force. To this end, INSPIRE is establishing a Web Coverage Service (WCS) based on the OGC WCS standard adopted in 2012. This INSPIRE WCS has been published in a draft version, and comments from the member states have been collected.

However, the knowledge on how to transform and serve coverage-based raster data for the purposes of the Directive is not yet widely spread, and data provider communities involved have reached different levels of knowledge in this area. As a result, many implementers are willing to get more experienced about these topics and the issues to be dealt with.

The INSPIRE Thematic Cluster on Elevation, Orthoimagery, Coordinate reference systems and Geographical grids has recently co-organized with the EuroGeographics INSPIRE-KEN several activities (a dedicated workshop and a follow-up webinar), in order to tackle these issues. The results have been consolidated in a discussion paper describing the relevant issues and their status, which was presented in the MIG-T Meeting in April 2016 (JRC, Ispra) with the aim to make Member States aware of them.

The workshop proposed will introduce to the concepts of coverages and serving them through INSPIRE WCS. Further, it will present the current status, the progress in standardization as well as issues under discussion. Live demos will show the flexibility and service power of WCS together with its Geo Analytics Language, Web Coverage Processing Service (WCPS). Common challenges of INSPIRE and Copernicus will also be expound. Ample time will be reserved for interaction and question answering. As such, this workshop constitutes a unique opportunity for the European SDI community at large to learn about INSPIRE WCS and enter into direct discussion with the editing team. The final outcomes will clarify implementation of coverages and WCS across the INSPIRE Maintenance and Implementation Framework (MIF) and will be submitted for the OGC standards updating process.
