EULF Marine pilot: monitoring environment through INSPIRE infrastructure

Abstract

EULF (European Union Location Framework) is an Action within the EC ISA Programme, supporting electronic collaboration between European Public Administrations. The purpose of EULF is to help ‘location-enable’ e-government, by providing a framework for assessment and action for exchange and sharing location information using INSPIRE in new situations, delivering interoperability alongside the other ISA actions. It is based on a EU-wide survey and assessment, with guidance tested and refined through a range of pilots and use cases, which are expected to deliver benefits for government (G2G), citizens (G2C) and businesses (G2B). The Marine pilot supported the European Union's Marine Strategy Framework Directive 2008/56/EC (MSFD) in implementing the formal reporting requirement and the sharing of marine environmental data using Infrastructure and common standards for Spatial Information in the European Community (INSPIRE). The pilot involved the following stakeholders: three member states (Germany, The Netherlands and Denmark), a Regional Sea Convention (OSPAR) and the European Marine Observation and Data Network (EMODnet). The main achievements of the pilot has been:

- Building awareness and capacities on INSPIRE to the involved stakeholders (member states, environmental institutions);

- Deployment of a sandbox by the integration and re-use of different tools and design of simple processes to share data according to INSPIRE implementing rules (IR);

- Exploiting the shared data to design an operational workflow for environmental monitoring and reporting. After a brief presentation of the performed activities in the EULF Marine Pilot, the INSPIRE based process to monitor an environmental indicator (Chlorophyll-a) is presented showing benefits and constraints for implementing a shared environmental monitoring framework at policy, organizational, technological and standards levels.
