Marine SDI, INSPIRE and the EU Marine Directives Workshop

Abstract

The workshop introduces the reporting requirements of the EU Marine Strategy Framework Directive (MSFD) and the EU Maritime Spatial Planning Directive (MSPD), specifically regarding marine information components of national SDIs and INSPIRE compliant data in the coastal and marine information sectors. Significant challenges exist regarding coastal data sets of importance to MSFD and MSPD, which typically contain data from multiple INSPIRE themes. Some data required for MSFD and MSPD reporting is not included in the current INSPIRE specification, which raises additional questions and challenges regarding pan-European data harmonisation for compliance with these Directives. Existing good practice will be presented based on recent research into how European NMCAs and Hydrographic Offices (HOs) are contributing to the objectives of achieving a pan-European SDI based on INSPIRE specifications. Cross-border issues are especially relevant since the marine and coastal environments do not respect national boundaries.

Participants will leave the workshop having learned more about the two main EU Marine Directives (MSFD and MSPD), challenges in meeting the reporting requirements of those Directives based on INSPIRE-compliant datasets, and the status of meeting those challenges in various EU member states based on identification of existing good practice.

Participants will include all stakeholders involved in developing and implementing marine information components of national SDIs in compliance with the INSPIRE Directive and/or directly involved in reporting adherence to the EU Marine Strategy Framework Directive or the EU Maritime Spatial Planning Directive. Especially welcome are representatives of the pan-European coastal and marine communities and agencies, including from national Hydrographic Offices and representatives from NMCAs that are involved directly in working with the marine and/or coastal sectors.

Participants should be generally familiar with the content of the EU Marine Strategy Framework Directive and EU Marine Spatial Planning Directive objectives and reporting requirements (although these will be introduced in the first hour of the workshop). A pre-workshop website will be available from the GSDI Association’s Marine/Coastal SDI Best Practice Project with relevant background information.
