Introducing Dutch National Georegister version 3

Abstract

In 2016 a considerable effort was made by PDOK to upgrade the National Georegister to a new version. The National Georegister is a central portal where datasets from many dutch organisations are registered for ease of discovery. The portal also acts as a single interface to the European INSPIRE portal. In this presentation we'll present some of the design goals of the new portal and our findings of the project.

The main objectives of the project were to modernise the user interface, ease of use and better alignment with the (linked) open data and search engine communities. Introduction of SDS metadata editing capabilities and improvement of the support for INSPIRE Atom services.

From the start we've involved a consultative group with representatives from data maintainers and endusers to ensure development targeted user requirements. We've also engaged with the open source software community and found that that community was a good platform to share our developments with other organisations in the Netherlands. The portal has since been installed by 8 other organisations.

Alignment with (linked) open data and search engine communities is facilitated by optimising the metadata html view (using schema.org) and by introducing the Are3na iso19139-to-Geo-dcat-ap transformation. Each metadata recieves a unique persistent URI following the national URI strategy, the URI resolves to content in an optimal encoding by content negotiation.

The project is based on the GeoNetwork open source project. Some tailor-made developments have been introduced to introduce a user interface according to dutch guidelines and schema-profiles based on the Dutch metadata profiles. These developments are managed as external plugins to facilitate maintenance.
