Experience with the creation of INSPIRE Elevation TIN data set according to Data Specification on Elevation

Commission Regulation (EU) No 1089/2010, on interoperability of spatial data sets and services, offers three spatial representation methods for elevation data. In addition to mandatory provision of grid spatial representation type there is also an option of implementation of vector or triangulated irregular network (TIN) model. Land Survey Office of the Czech republic transformed national elevation data set into INSPIRE compliant grid in 2015. Now we are facing the challenge of harmonisation and provision of TIN data, which will be described in the presentation. The whole process begins with analysis of data model published in Data Specification on Elevation and understanding of ISO and OGC standards which correspond with the data model. It is followed by design and creation of sample files. TIN data shall be encoded using GML TIN of the OGC. Here arises an issue of usability of the encoding. The last step deals with options of publication of the transformed data via services compliant with Implementing Rules for Network Services and Technical Guidelines.
