The Hessian Center for Data Processing (HZD) has been supporting the state administration of Hessen for 45 years with specific IT know-how. With this mandate, the HZD is working in an area of tension between rapid development in the IT market and the need to be economically competitive. The HZD is also the backbone of the geodata infrastructure in Hessen. With the amendment of the Hessian Law of Surveying and Geoinformation, the implementation of the INSPIRE Directive was embedded in law. As a consequence, spatial data authorities within in the state of Hessen are bound to provide spatial data based on the INSPIRE Directive with requirements such as network services and descriptive metadata. This task is implemented by the INSPIRE Shared Service . With a central infrastructure which can be used by all Hessian institutions, the HZD enables spatial data authorities, municipalities, and others to meet the demanding requirements regarding performance and availability and concentrate specific INSPIRE know-how. The idea was developed in close collaboration between the HZD and the centre of excellence for Geoinformation at the Hessian State Office for Land Management and Geoinformation.Thus the objective of the INSPIRE Shared Service offering is to relieve spatial data authorities in this process on a technical and organizational level. There are multiple advantages for the state administration:

• Profitability by avoiding investment costs in decentralized IT technology • All the advantages of a modern state data center • Consolidation of resources such as updating software and hardware, system maintenance, licensing costs, etc. • Flexible scalability of IT systems • Protecting personal resources by using central IT / GIS know-how • High operational reliability and 7/24 availability • Securing the INSPIRE requirements regarding availability, response times, and performance
