GDI-Südhessen: The INSPIRE laundry

Abstract

Implementing INSPIRE as easy as using a “washing machine” - inspired by this idea, the GDI-Südhessen, a collaborative SDI initiative in the metropolitan area Frankfurt/Rhine-Main, uses a cloud solution for the publication of spatial data. With this solution even non-expert users can implement INSPIRE in an automated, fast and economical way with just a few clicks.

Beside the technical part the major challenge was to resolve all organisational questions. The presentation will give an insight into the regional business model and the trans-border cooperation - potentially with about 250 public authorities from throughout southern Hessen.

But how to bring together so much different data providers with several data models? The answer of the GDI-Südhessen is the definition of user-friendly data models regarding regional needs. Land use planning, schools, rescue stations, streets, water and sewer networks - these and more themes will be considered.

The regional data model standards imply not only an easy to provide data input (because they are very similar to the individual data) but also the base of fully automatic INSPIRE schema transformations that convert the input data into INSPIRE conformant datasets.

The “washing machine” is based on the product INSPIRE»GIS from wetransform and offers a reliable, fully integrated and easy to use solution for the harmonisation and publication of INSPIRE data. The talk will also show the applied components, how this solution achieves INSPIRE compliance for datasets, metadata and network services including performance, capacity and availability and the integration of conformance validation tests.

Offering INSPIRE implementation for providers without INSPIRE expertise, possibly even without a data center available - that was one of the main ideas behind the overall plan consisting of organisation, regional standards and technology. Now, after putting the cloud solution “GDI InspireUmsetzer” (SDI InspireImplementer) into practice, the GDI-Südhessen can proclaim: It is possible!
