Some INSPIRE-relevant geodata of utility infrastructures are sensible information, parts being even classified as critical infrastructures. However, publication of information about location of critical infrastructures can incur a severe risk for public safety. National laws for protecting critical infrastructures, such as the law for IT security in Germany since 2015, are placing obligations on companies to better protect their IT infrastructure. Representatives from German SDI and utility industry jointly developed a guidance document for INSPIRE implementation for utility industry taking explicitly into account publication of geodata of critical infrastructures. The findings of the national process, which is balancing security interests and obligations incurring from the INSPIRE directive for geodata containing sensible information, are presented.
