Spatineo Service Quality Awards: Using Availability and Validity Data for INSPIRE Service Quality Ranking

Abstract

As the result of the INSPIRE Directive implementation efforts in the 28 EU member states, more than 60000 INSPIRE Spatial Data Services currently exist providing data sets from the 34 INSPIRE spatial data themes. So the service quantity is currently looking good, but how good is the service quality?

In order to investigate the Quality of Service for the INSPIRE services and give credit for those organisations working hard for providing high-quality data and reliable usage experience for their users, we decided to use the extensive service availability and service metadata validity information we have collected while operating Spatineo Monitor over the last 5 years.

Based on a transparent and scientific quality-of-service evaluation methods, we are picking the winners of the first Spatineo INSPIRE Service Quality Awards in a couple of categories based on size of the organisations related to the number of services provided by them, and we will publish that at the 2017 edition of the INSPIRE Conference. We will use the measures collected by Spatineo monitoring agent and will award the winning organisations for their achievements based both on the availability level and compliance with the INSPIRE Directive.

All measures will depend on the date the monitoring agent of Spatineo Monitor identified and started to measure the particular service. Services identified outside the range of the measuring periods will not qualify for the award.

This presentation gives an overview of the quality evaluation methods used for service quality ranking, the challenges and solutions in running the ranking calculations, and the detailed breakdown of the different Quality of Service indicators of the top ranking organisations for the different periods.

We would also like to spare some time for discussion about the best methods and ideas for improving the quality of INSPIRE Spatial Data Services. We invite the INSPIRE community to share their ideas and comments to improve the ways we can currently assess the quality of INSPIRE services.
