The standardization of marine monitoring network LOD

Abstract

Since 2016 ISPRA (Italian Institute for Environmental Protection and Research) has developed “Linked ISPRA” as Linked Open Data prototype with the scope to develop a data-oriented rather than service-oriented systems in order to in compliance with national and international legislation on digital public administration. The platform (http://dati.isprambiente.it) provides access to five national environmental dataset, under the terms of the CC-BY 4.0 license. The technology stack is completely developed with open source components. In order to publish the data, an OWL conceptual model has been defined to describe involved entities and the relationships between some datasets. In the first step we have published oceanographic information comes from the marine monitoring networks directly managed by ISPRA. The national wave metric network defines the physical state of the Italian seas though 15 oceanographic buoys. While the 36 measurement stations along the Italian coast for the observation of sea levels, meteorological and quality parameters, compose the national tide gauge network on. Both networks work almost continuously from eighties and data are published in real time. Relative exposed metadata consist by a set of information such as the type of parameters, the measurement period, the used instrument, the validation level, expressed. In order to accomplish an integrated Environmental Information system and to produce data in line with the INSPIRE Directive, ISPRA starts to review the prototype and both the monitoring networks are harmonised, taking in account Environmental Monitoring Facility, in the other hand a feasibility analysis how to map the marine monthly indicators that are published starting from the observed data using the theme Oceanographic Geographic Feature has been performed. The monitoring network has been transformed using all the application schemas. This work presents the first results of this harmonisation process publishing standard data using triple store and RDF Linked Open Data. The idea is to give to the data a new dress more useful to build interconnected applications, where sparql federated query can be performed to archive new environmental state indicators.
