How do you tackle a thorough reform of an existing national data model? Added value of top-up on INSPIRE dataset for the prevention of excavation damage and for administrative bodies for their statutory tasks. In addition to location, other attributes are available in a standardized way. Not only a standard for exchanging data but also a standard for data visualization. How do you organize a new standard? Think of working groups, versions but also governance and incorporating standards into law. And how do you deal with changes? How do you implement a new standard in addition to an existing standard? Big bang or phased?
