Working together to facilitate and improve INSPIRE implementations – a Flemisch approach

Abstract

Due to the broad scope of INSPIRE, many spatial datasets qualified for harmonisation are often spread among different authorities and departments. This certainly applies to the data suppliers who manage the priority datasets for eReporting. All data suppliers could provide the data themselves while developing their own knowledge and expertise, and using their own approach and infrastructure. However, it seems more efficient for data suppliers to work together on this. In this presentation we will discuss how Informatie Vlaanderen provides support for data suppliers and how the data benefits from this approach. Informatie Vlaanderen has a trajectory for advice and support of data managers for the notification and publication of high-quality data products. INSPIRE may be regarded as an extension of this process. The data supplier has knowledge of the domain, while Information Flanders has the knowledge and infrastructure to technically harmonise the data. The extent and content of the collaboration depends on the needs of the data supplier. Such a cooperation offers several advantages. For example, coping with the life cycle of spatial objects, the construction of identifiers and the composition of metadata can be done in a consistent way. A collaboration also makes it easier to identify the right source data for each INSPIRE theme. Data sets from various data suppliers are merged, including data created and managed by Informatie Vlaanderen itself. This makes it possible to coordinate and even combine spatial data from different sources within the same INSPIRE theme. Collaboration ensures that data suppliers do not have to investigate how the data must be harmonised and how they can publish it. This increases the likelihood of interoperable, consistent and high quality data.
