National INSPIRE-codelists and styles - The way to use INSPIRE?

Abstract

The European INSPIRE-model provides the framework for national and local implementation. There are reasons that justify the definition of the INSPIRE-codelists and the default cartographic styles under cost-benefit considerations. In the application of the data models and their use at national or local level, this reference is often missing, especially when granularity and presentation of an effective use of INSPIRE data is precluded.

In addition, there are legal definitions in national laws, declarations of cartographic representation and linguistic requirements, which must be taken into account in INSPIRE. It must be possible to consider such local peculiarities as part of the national implementation and make them usable at the European level.

Furthermore, what about the data providers, to make their codelists and specific regulations for representations available for the users of the SDI in Germany? Special emphasis of data and language heterogeneity is specifically given to the integration of national semantics within the higher infrastructure level of INSPIRE. It will be presented, how national requirements can be considered most effectively through a national registry.

Using the example of the GDI-DE registry, it will be shown how the approaches to the use of local semantics and European understanding can be implemented. In the presentation, cases of multilingual codelists, hierarchies and national portrayal rules, as well as results of cartographic enhancement of INSPIRE-styles through the users of the national spatial data infrastructure, will be illustrated. By integrating national regulations into the INSPIRE-framework, the cost-benefit considerations and added value can be increased, both for data providers and data users at national and local level.
