EuroGeographics has over 20 years’ experience producing and licensing pan-European geospatial datasets (EuroGlobalMap, EuroRegionalMap. EuroBoundaryMap, others) to European users. These pan-European datasets are produced by gathering contributions from individual NMCAs and applying quality check and data harmonisation measures to assure their cross-border interoperability. Under the European Location Service (ELS) programme EuroGeographics and its members are developing operational technical and organisational infrastructure linking national INSPIRE compliant web-services (WFS, WMS) to centralised pan-European services through one access point. These will include open pan-European web services under the EC supported OpenELS project activities. Despite the availability of INSPIRE compliant web-services from some national public data providers, a number of European Commission based pan-European users have expressed a strong and urgent need to access spatial data content now, to include spatial objects such as roads, railroads, rivers, lakes and buildings. Moreover, the stakeholders consultation showed that users face difficulties utilising INSPIRE compliant web-services and more likely prefer to use the data as a pan-European dataset instead of web-service(s). The Core Reference Dataset production has been initiated by EuroGeographics in March 2018. EuroGeographics has set a challenging production plan aiming to launch the CRD v1 by the end of 2018. The dataset of primary vector features and key attributes will enable the compliancy to more comprehensive (full) content of INSPIRE data themes from national dataset and web services as well as possibly utilising the ELS web-services. In summary the presentation will introduce the Core Reference Dataset (CRD) initiative as a contribution from National Mapping and Cadastral Authorities (NMCAs) harvesting the primary vector information from INSPIRE compliant data (datasets and web-services) and offering it as a harmonised cross-border vector dataset to pan European users. The CRD is seen as a practical implementation of the INSPIRE vision by arranging a simplified solution of INSPIRE compliant data content from NMCAs fulfilling the immediate users demands.
