The Belgian federal geo-platform, INSPIRE and environmental approaches

Geographic Information is an important asset at the federal level in Belgium. Even if territorial policies are a responsibility of the sub-national level, the regions, there are still several key spatial data providers acting at the federal level: the National Mapping Agency, the General Administration of Patrimonial Documentation (Cadastral Agency), the DG Statistics, the Royal Meteorological Institute, the Royal Belgian Institute for Natural Sciences ,the Royal Observatory of Belgium and the Royal Belgian Institute for Space Aeronomy . In addition to the spatial data producers, there are several important spatial data users both on the federal and interregional level, e.g. the Department of Transport and Mobility, and the Belgian Interregional Environment Agency (IRCEL – CELINE). The Belgian federal geo-platform has been created within the framework of the INSPIRE Directive in order to find, access and use the geospatial resources owned and managed at the federal level. The federal geo-platform is the outcome of a collaborative approach between the public, private and academic sectors. The organisational aspect is a key point for a sustainable maintenance of the platform where a geo-broker approach has been initiated and developed. The federal geo-platform has initiated a network of web-services in conformity with INSPIRE and is now operational. Furthermore, the federal geo-platform will extend the network to non-INSPIRE datasets and services to better meet the requirements and wishes of the federal/interregional users and will also publish the metadata for priority datasets used within the framework of environmental reporting in cooperation with the Belgian Interregional Environment Agency (IRCEL - CELINE). The presentation will describe the coordination and geo-broking processes between all the stakeholders and investigate whether this approach also fits the purpose of facilitating access to the latest and historic data coming out of e-reporting cycles of national environmental data.
