Self-help - The challenges of INSPIRE on local level

Abstract

Implementing INSPIRE is challenging for the corresponding administrative level. Especially for smaller administrations, the understanding of the guidance documents, the finical burden, the technical implementation as well as the implementation with regards to the contents are hardly manageable without intensive support from a higher authority.

To overcome these obstacles, the county of Hildesheim decided to implement INSPIRE in close collaboration with the affiliated towns and municipalities. Therefore, a working group consisting of several experts from different local authorities and administrations was established. All members work together for a successful implementation of the INSPIRE Directive, and thus, are involved from the identification of datasets to the decisions about technical solutions.

After identifying the datasets for the different INSPIRE data themes, the challenge was to guarantee the required quality and availability of the services, which will be placed at the disposal. Therefore, the working group decided that the data infrastructure must be implemented in a data centre. The hosting will include the software to capture the metadata, the data itself, the software to publish the inspire services and the software to map the data to the specific INSPIRE data models. The main difficulty of this solution is to harmonize all datasets from the different data providers into a standard data model. However, hosting the INSPIRE platform has the advantage of reduced costs for all stakeholders.

In summary, to overcome the challenges of the INSPIRE Directive the different administrations levels should pool their knowledge, evaluate alternatives and find the best solution for all participants. Crucial for such a valuable cooperation is the intensive support between the administration levels following a top down approach.
