Biodiversity and Management Areas Thematic Cluster: an overview of present contents and future activities

Abstract

The Biodiversity and Management Areas Cluster is a valuable asset to support INSPIRE implementers in the addressed thematic domains, a place to discuss implementation issues and challenges, to share and find links to successful experiences, to have a say into the proposals for changes in the Data Specifications and Technical Guidelines. This presentation will provide a short overview of the cluster, focusing on key topics and planned future activities – e.g. improved alignment with relevant environmental policy requirements and e-reporting data flows - meantime providing guidance on how to make the most of the information made available. The lessons learnt in the implementation of Annex I Protected Sites, documented through the discussions and summarized in dedicated pages, testify the good level of conformance achieved so far and can help a more straightforward implementation of the Annex III data themes in the cluster. The shared experiences, related to the whole INSPIRE data harmonization process, might as well support the cluster users to overcome several technical implementation issues due to the lack of ‘ready to use’ software solutions to create and efficiently consume INSPIRE conformant data. The presentation will finally highlight the presence of many “cross-clusters” discussion topics – just to mention a few: implementation of persistent identifiers to uniquely identify resources, use of URIs to reference the spatial objects, challenges in the setup of INSPIRE View and Download services, encoding choices to foster true usability of INSPIRE data - giving an evidence that the Thematic Clusters are a piece of knowledge-base which Member States can count on for a successful INSPIRE implementation and European environmental bodies can look at to reuse INSPIRE achievements in other environmental domains.
