Why the INSPIRE implementation lasts longer than expected

In Belgium and probably in many other European countries the INSPIRE implementation is an obstacle course. To name a few : late awareness, limited budget, responsibilities spread over multiple administrative levels, technological maturity, complexity of the harmonization process, cross-border objects management, conformity with other directives like PSI. But in the end, it is also an opportunity to rethink geodata production chains by taking better account of international standards and by taking advantage of it to set up authoritative registers for generic objects such as buildings and addresses. The presentation will show the impacts of the INSPIRE implementation on Belgian public sector geodata providers and on the cooperation between them.
