Metadata expertise:
In my work experiences at the "Agenzia per l'Italia Digitale", aimed to the implementation of the Italian National Catalogue for Spatial Data (RNDT - Repertorio Nazionale dei Dati Territoriali), the main activities concerned: - definition of the conceptual model and the technical specifications of RNDT, based on the ISO Standards (19115, 19119, TS 19139); - adaptation of the original ISO metadata profile of RNDT (defined before the publication of INSPIRE Directive) to the Regulation 1205/2008/EC and to the INSPIRE guidelines. That original profile includes all the ISO Core metadata elements besides the mandatory and some conditional metadata elements required for interoperability (art. 13 Commission Regulation (EU) no. 1089/2010) and some optional metadata elements required by the Data Specifications; - technical assistance to (national, regional and local) Public Administrations in order to create and publish metadata conformant to national and INSPIRE rules; - conformance testing trough the validator available in INSPIRE geoportal and the validation tools available in the RNDT application; - interoperability tests of the RNDT discovery service towards the INSPIRE geoportal (with JRC) on the base of OGC CSW ISO AP and the INSPIRE Technical Guidance. As required by OGC, the RNDT Catalog Service includes the basic profile based on the Dublin Core Standard; - definition of the Italian technical guidelines about metadata for the spatial data sets and services; - collaboration to the Working Group for the definition of the Italian guidelines about semantic interoperability and linked open data; - publication of reports about the state of play of the creation and the availability of metadata in the regional infrastructures for spatial data. Regarding the network services & spatial data services: - collaboration for the implementation of the RNDT Discovery Service in conformance with OGC CSW ISO AP and the INSPIRE Technical Guidance; - interoperability tests of the RNDT discovery service towards the INSPIRE geoportal (with JRC); - conformance testing and technical assistance to the Italian Public Administrations in order to make conformant to the OGC Standard and INSPIRE Technical Guidance the regional and sub-national discovery services.
