Technical Consulting and implementation services in 4 important national projects regarding INSPIRE Directive implementation in Romania. The main responsibilities were related to Data Harmonization stage – developing ETL tools for different authorities in Romania (data providers) having reporting obligation on the INSPIRE Directive.

• Development of Spatial ETLs for QaQc procedures preliminary to INSPIRE and the development of an specific ETL that allows data harmonization and completion of INSPIRE Annex I (Hydro - Physical Waters & Hydro Network) for Romania. The completed spatial object types in INSPIRE with all the related tables: Surface waters (both watercourse and standing water); Drainage Basins and River Basins; ManMadeObjects; all related hydro network data.
• Implementing a training module on Building and maintaining INSPIRE ETLs for HY.

Main responsibilities particular to this project:
• Development of Spatial ETLs for QaQc procedures preliminary to INSPIRE and the development of an specific ETL that allows data harmonization and completion of INSPIRE Annex I (Road Transport Network) for Romania. The completed spatial object types in INSPIRE with all the related tables: RoadLink, RoadLinkSequence, Road/ERoad, RoadNode, network elements and all the transport properties implemented in the network by LinearReference as required in INSPIRE.

▪ Data Harmonization Services for INSPIRE Directive implementation (Air Transport Network) and integration of web services in Romanian INSPIRE Geoportal

Beneficiary: ROMATSA (Romanian Air Traffic Services Administration, Romania)
Main responsibilities particular to this project:
• Development of Spatial ETLs for QaQc procedures preliminary to INSPIRE and the development of an specific ETL that allows data harmonization and completion of INSPIRE Annex I (Air Transport Network) for Romania. The completed spatial object types in INSPIRE with all the related tables: except for the ProcedureLink and related tables, all the elements from the INSPIRE schema were migrated accordingly from AIXM 4.5 file format provided by the authority. A particular workflow was projected here: in the first stage the migration of air transportation data provided by the ROMATSA, in AIXM 4.5 (Aeronautical Information Exchange Model) specific format to Esri AIS Geodatabase using ArcGIS for Aviation: Charting) was implemented; followed by the implementation of the ETL tool to transform the data from AIS geodb to INSPIRE Schema implemented according to the data specifications;

▪ Migration and integration services of two national spatial databases TOPRO5 and E-Terra in Romanian INSPIRE Geoportal, as well as view, download and transformation services compliant with INSPIRE Directive requirements (implementation for Annex I – Hydrography, Transportation, Administrative Units, Geographical Names)

Main responsabilities particular to this project:
• Development of Spatial ETLs for QaQc procedures preliminary to INSPIRE and the development of 4 specific ETL that allows data harmonization and completion of INSPIRE Annex I (Hydro - Physical Waters & Hydro Network, Road and water Transport Network, Administrative Unites, Geographical Names) for Romania. All the date reported in this project were further disseminated in the National INSPIRE Geoportal (http://geoportal.gov.ro/).
• Implementing a training session on Building and maintaining INSPIRE ETLs for HY, TN, AU, GN.
Common responsibilities in the above 4 projects:
Project Management (team coordination, project documentation in terms of project plans, technical offer, technical and progress reports, project deliverables, direct communication with partners, clients and stakeholders);
As-is analysis, in order to obtain a description of the current situation with respect to the data interoperability components (in principle, for every source dataset available at the data provider);
QaQc on existing data in order to ensure the topological consistency with INSPIRE requirements;
Planning the migration workflows: establishing an intermediate optimized database schema that will serve production purposes and the periodic migration to INSPIRE;
Development of ETL (Extract/Transform/Load) tools using ArcGIS Data Interoperability Extension/FME (Safe Software) which allows data migration to INSPIRE. The ETL tools were theme specific. The INSPIRE database model, used as a target, was built according to INSPIRE Directive Implementing Rules and integrated as a writer in the ETL. Additionally, the most important custom transformers that serves in generating the critical fields and relationships between tables in the target database, were also developed and embedded into the solution, generating a reusable framework;
Development of additional transformers needed to generate new datasets required to complete the INSPIRE target model based on the available source data, to validate the accuracy of the input data, to project the input data using a local parameters or just to fulfil the mapping operations since the source data was not prepared in any way for this migration process;
Development and integration of a detailed support documentation for each modular unit from the delivered solution which allows the migration of the centralized national spatial data frequently updated, into the INSPIRE model in accordance to the INSPIRE Implementing Rules and Technical Guidelines;
Development of technical reports/ progress reports/ conformity reports/ acceptance reports and testing reports that documented the project’s deliverables and work status;
Technical assistance and technical support in using project deliverable and ensuring interoperability between the Geoportal and other applications from the owner environment;
