Issues in interpreting the REQ 1 from CRS DS

In the Biodiversity cluster we had a discution regarding use of URL instead of URN for providing CRS, that can be followed here:

One of the questions that I want to raise to you is how we should interpret the REQ 1 from CRS DS found at page 24

Should it be indicated to JRC that REQ 1 is confusing as it is using the words shall and may, where

  • “shall”: a requirement, mandatory to comply with the technical guidance
  • “may”: a permission>>

<<The identifiers listed in Table 1 shall be used for referring to the coordinate reference systems used in a data set. 
NOTE CRS identifiers may be used e.g. in: 
- data encoding, 
- data set and service metadata, and 
- requests to INSPIRE network services.>>

Probably "CRS identifiers are used e.g. in" can be used instead of the formulation with "may be".

    The NOTE of REQ 1 from CRS DS is stating:

    Below are found examples on CRS identifiers that are used in:

    1. CRS identifier used in the encoding of spatial datasets and spatial data series:

    Dear Iurie,

    I had a look to TG Requirement 1 in pg. 15 (pg. 24 in the PDF).

    In my view there is no issue with the use of "shall" and "may", since the first verb form is used in the TG requirement while the second form is used in the NOTE, outside the requirement. Furthermore, this NOTE is just remembering where CRS identifiers are tipically used, i.e. it is not explaining or clarifying the previous TG requirement.

    However, I agree with you that rephrasing the NOTE with "CRS identifiers are used e.g. in" instead of "CRS identifiers may be used e.g. in" would be clearer.

    Thanks for pointing us the discussion in the Biodiversity regarding "use of URL instead of URN for providing CRS"!
