When is a metal not a metal, a code list conundrum?

The INSPIRE Enduse Potential code list tells that Uranium and Thorium are energy cover minerals

Definition: Mineral occurrences including Bituminous sandstone/limestone, oil shale; Coal; Lignite; Peat; Thorium; Uranium

Parents: non-metallic minerals

However...

The INSPIRE Commodity Code code list (correctly) tells us that both Uranium and Thorium are metals
