Data quality metadata varies greatly across themes

While updating the UK metadata guidance, we tabulated the 'data quality metadata' recommendations across the themes. You can see the result at https://www.agi.org.uk/gemini/40-gemini/1062-gemini-datasets-and-data-series#52

This highlights that the data quality measures suggested vary widely across the themes, even where the themes are arguably similar. Obviously, some quality measures are more relevant to some themes than others, but quite a lot of the differences look almost arbitrary.

Any thoughts? Suggestions as to 'good ways' to measure quality that work across themes (where appropriate)?

Note: this is deliberately a separate more generic question/issue than the one I just raised mentioning two oddities in TN data quality.
