INSPIRE in the context of PRTR/IED (Industrial Emissions Directive)

Dear Experts,

I am launching here some open questions about a burning topic around Production and Industrial Facilities. If interested, please copy the question/s and include your answer/s. Your comments will be highly appreciated. (I encourage you to have a look into PF Data Specification and Activity Complex Base Model)

PRTR/IED (Industrial Emissions Directive) is a relevant scenario for INSPIRE implementation in relation with the scope of Production and Industrial Facilities. Both were in fact at the core of the discussion during the data specifications phase.

Currently there is an open discussion around PRTR and IED inside the community which involves MS representatives and EU Institutions focus, among others, on reporting obligations but covering a wider and complex scope. INSPIRE has been included as a point in the agenda because of the Geographical component of Industrial Facilities already defined on existing data sets.

In order not to interfere with the core thematic discussion, at a first stage INSPIRE in this context could  focus on a core set of entities and attributes such as Industry ID, Name and Description, Address and Location, Related Parties, Activity Classification. These basically refer in INSPIRE to Production Facility and Activity Complex (+optional data types).

    Dear Angel,

    Thanks for addressing some of main key issues regarding the implmentation of INSPIRE in the PRTR/IED world.

    ¿Is your organization actively involved on this discussion?

    The Unit of Industrial Environment of the Spanish Ministry of Agriculture, Food and Environment is the Departament resposible of the PRTR-España register and the IED implemntation in Spain. Therefore, it is also involved on theis discussion.  

    ¿What are your general considerations about this?

    As you know, the discussion is ongoing not only at national level but also at EU. 

    In our view there is a previous question to be responsed: Are PRTRs webservice such as they are described in INSPIRE? If so, What type?.As far as we know, there is no any decission/conclussion on that. 

    The adaptation of the PRTR/IED to INSPIRE depends on the answers for this questions.

    ¿What would be your point for a potential Pilot around this?.

    All initiatives on this regard should be considered at EU level, and always after previous quetions were responsed. ES is really interested in participating in a potential Pilot `project if such as activity is finally launched.   

    ¿What attributes do you consider as feasible to be addressed in a first approach?

    The attributes you mention have been identified like those ones in IED framework which are relevant from the INSPIRE point of view. However, there is no any specification/guidance on how dealing with them, so far. Works at EU level are  ongoing. 

    ¿What aspects do you consider as relevant for INSPIRE to success in this context?

    We think, regarding PRTR/IED topics, the best way for  EU and MS to move forward must be going  hand in hand and work together. Not only derpatments involved in PRTR/IEDs but also INSPIRE ones

    ¿What are the difficulties that may arise when implementing?

    Maybe all related to definitions of "facility", "installation", "plant";  installations/facilities ID codes/numbers, taking into account PRTR/IPPC/IED facilities have already ID codes,...  

    As you see, we are very doubtful about INSPIRE and PRTR/IED

    Hi,

    I've heard that EEA and JRC has the Industrial Emissions Directive reporting obligation on their prioritization list for 2015 as a pilot for INSPIRE-use case. Has a pilot been launched already? Any information/news available to share on the possible activity so far?
