EnvhealthDeterminantMeasure - how to express the type of noise measure

Dear all, In the Technical Guidelines on Human Health and Safety, the EnvhealthDeterminantMeasure feature type allows to represent our noise raw measurement points. However, in the model only can be expressed the decibels, but not the type of measure. For example, how can we indicate that the measure is LAeq (A-weighted, equivalent sound level), Lden (day-evening-night noise level)or LAF (A-weighted, fast response, sound level)?     Dear Marco,

    you are right: the current data model and application schema do not allow specifying the ‘categories’ of the measure (e.g. whether the measure is LAeq , Lden, LAF) .

    Therefore, currently you just cannot do.

    However, a relevant IR Change Proposal is being discussed for the ‘EnvHealthDeterminantMeasure’ that, if accepted, will allow the provision of measure ‘categories’ (via related code lists).

    Be also aware that a alignment is going on in the reporting between the Environmental Noise Directive and the the INSPIRE Directive, see also DOC3 Update on Commission initiatives (I/D) (section 1.2.1.Environmental Noise Directive) of the last MIG-meeting (https://webgate.ec.europa.eu/fpfis/wikis/display/InspireMIG/10th+MIG+meeting+2019-06-20).

    You are right Wideke,

    and indeed the abovementioned IR Change proposal was made in the framework of a specific task for the alignment of END reporting to INSPIRE. I can anticipate that the (still draft) data model for provision of noise contours and strategic noise maps is fully based on the reuse of the ‘EnvHealthDeterminantNoiseMeasure’ feature type (as it is designed in the IR Change proposal)

    Currently, the address http://dd.eionet.europa.eu/datasets/2827 returns an “error” page.

    The correct reference for the Noise source type codelist is http://dd.eionet.europa.eu/datasets/2921 (Noise Directive Dataflow 1 and 5)

    The dataset reference should be corrected in the TG for

    • the vocabulary tag in the 'NoiseSourceTypeValue' code list "Figure 8: Noise Measure, based on ISO 19103"
    • the identifier of the NoiseSourceTypeValue in Section 5.3.2.3.12.

    Similar issues have been reported for the ComponentTypeValue codelist (see the post https://inspire.ec.europa.eu/forum/discussion/view/261264/envhealthdeterminantmeasure-codelists-componenttypevalue).

    Dear Johanna,

    keeping the INSPIRE Forum users updated about the process of the Change proposals to TG and IR is one of the purposes of the new ‘INSPIRE & Environmental Policy Cluster’.

    The new cluster will also inform about MIWP Actions as well as projects / activities on the re-use of INSPIRE in other policy domains, such as the environmental reporting.

    Therefore, don’t forget to follow the ‘TC-Env_Policy’ and the ‘TC-Change-request’ tags and the news about the process of the Change proposals will come to you !

    Thanks for your explanations. I will try to follow the tags and the news to know if this change proposal would be accepted.

    I have another question.The EnvhealthDeterminantMeasure feature type has no inspireid attribute. How can I clearly identify this object in its specific domain without this identifier? I think that it should be  mandatory, isn't it?

    Find below a couple of highlights from the above mentioned post, but I would recommend you to read the overall discussion for other important details:

    • requirements and recommendations on identifiers are discussed in section 14.1 of the Generic Conceptual Model. The general line is that all spatial objects that may be referenced by other spatial objects should have identifiers.
    • the gml:id (mandatory – unique within the same GML document) and the gml:identifier (optional) could be used as spatial object identifiers . More specifically, the Annex C of the D2.7 Encoding Guidelines (C.3 Encoding of an external object identifier) recommends that “In a GML encoding, the external object identifier should be encoded in a gml:identifier property of the feature with the codeSpace attribute set to http://inspire.ec.europa.eu/ids"( Recommendation 16)
