Question about UnitOfMeasure

I have a question regarding the PD technical guidelines.

In StatisticalDistribution there is measurementUnit, that is type UnitOfMeasure. The package UnitOfMeasure is refering to ISO 19103, but I don't find this UnitOfMeasure (see picture below) useful in the case of PD. We are using 'person' or '%' as unit of measure, but they don't exist in the model here.

Is this a typo in the document and is there some other package, we should use instead? If not, how should we use this package?

P.S. I could find the StatisticsMeasurementMethodValue codelist and that is useful in defining the MeasurementMethod.
