Resolution needed for a pan-European DEM

    The INSPIRE Community Forum is now part of the INSPIRE helpdesk system, based on GitHub (, so please start there any new discussions.

    The current platform will remain available in read only mode in its current form and URL address until 31/01/2021, then its content will be archived and then published in a different URL which will be announced when it becomes available.

At the moment we have at least two pan-European, harmonized Digital Elevation Models (DEM) to cover the existing needs of the European public and private sectors:

  • The EuroGeographics EuroDEM - DEM made from the contributions of National Mapping Agencies which participate as memebers of the EuroGeographics association. It has a resolution / grid width of 2 arc seconds (approximately 60 meters in meridian direction) and a vertical accuracy which varies from 8 up to 10 meters.
  • The EU-DEM - DSM owned by the Directorate-General Enterprise and Industry (DG-ENTR) of the European Commission (EC). It has a resolution of 1 arc second postings (approximately 30 meters in meridian direction) and a vertical accuracy which varies according to the data source in each geographical area (based on SRTM and ASTER GDEM data).

Use cases such as flood modelling and flood emergency response are found to be expecting a higher resolution and accuracy from the DEMs involved in these processes.

What Level of Detail (LoD) - resolution / accuracy - do you think it is desiderable to have for pan-European studies and applications?

Do you think that it is feasible to obtain these desirable quality from existing data sets in Member States?
