ef:name encoded as character string and not as Geographical Names

We just stepped over the fact that EF encodes ef:name as string and not like other INSPIRE themes as Geographical Names.

Was is the purpose for it (intention or accident) and should that be a candidate for alignment?

PS: Hope this is no double posting, don't know if that was discussed already somewhere else.

    Hi Chris,

avoidance of the INSPIRE Geographical Name type was a conscious act! Please do NOT align!

Reasoning: EFs can be mobile, and thus their names are not Geographically nailed down (same reason our Geometry is optional)

Side benefit is not suffering through all the empty voided XML
