“CheckUp Understanding the attributes and codelistValues – Annex III. 6 Utility Services”

Our Working-group cooperated with different suppliers of water, electricity, gas and district heating from the “Bundesland” Schleswig-Holstein in Germany.
We discussed the required attributes and the codelistValues from the COMMISSION REGULATION (EU) No 1253/2013 and the Technical Guidelines Version 3.0 from the Annex Theme "Utility and Government services". We tried to figure out, if the attributes and values are known by the suppliers. At some points there is a need for clarification in the terms and definitions. Certain terms are not known as required in the networks of the suppliers in Schleswig-Holstein or objects are not performed.

In the following tables we listed the  attributes and values which need to be clarified by the professionals:

The german „Umspannwerk“ is the station reducing the high voltage of electrical power transmission to medium voltage.

 

The german „Netzstation“ or „Hauptstation“  is the station reducing from medium to that suitable for supply to consumers.

So the substation in Germany is in ranking higher than the mainStation.

 

Please clearify the definition, best with example. Both terms should be changed, so that the mainstation is „Umspannwerk“ and the subStation is „Hauptstation“

    The values of ElectricityCableTypeValue are not collected in Schleswig-Holstein; possibly the list of values can filled with the values of "free line" (dt. Freileitung) and "ground wire" (dt. Erdkabel), and the following extended values can filled with the 4 voltage levels “maximum-”, “high-”, “medium-”, and “low voltage lines”?

  • It will be a benefit, if the list of values of the ElectricityCableConductorMaterialTypeValue is additionally filled by the value "other". We can find this value in the list of poleTypeValue and PoleMaterialTypeValue, too.

    There are no values defined for ThermalAppurtenanceTypeValue. Maybe the list can be filled with the values for “piping components” – (dt. Rohrleitungsteil), “valve” – (dt. Armatur), “house connection” – (dt. Hausanschluss) and “heat plants” – (dt. Wärmeerzeugungsanlagen  - summarized for CHP (dt. BHKW), heating plant (dt. Heizwerk), power plant (dt. Kraftwerk)).

    Dear Sir or Madam,

    The exercise to review all proposed definitions for all referred code list values would represent a huge harmonization effort and the involvement and agreement of experts and communities. The principal aim behind these originally proposed Code List was to provide the option for an additional level of interoperability whenever the Data Provider were able to match their own existing values with those on the list which try to cover all the required elements to describe a Utlity Network at least at a certain level of abstraction. Nevertheless, knowing about the difficulty to cover all available options and code list values across Europe, all code list were categorized as "asDictionary = true" and "extensibility = any" in order to allow its adaptability. Please refer to INSPIRE Generic Conceptual Model and SDI Bavaria for more detailed information about the extesion procedure.

    As to distingish between different voltage levels, in the UML diagram in chapter 5.8.1.2 of the INSPIRE US Data Specifications you can find the feature type:  UtilityLinkSet -> Cable -> ElectricityCable. By filling the available attributes it would be possible to classify the voltage levels of different networks.

    About the Treated Water, this means water that has been made safe for reuse or discharge to the environment, after having been chemically or biological polluted.
