Natural risk zones - cantitative values as interval


We are modelling the Risk Zones of the Natural Risk Zones and the data we have for the cantitative values are intervals (affected population, euro). The current model seems to allow only one value and not an interval, that is quite strange as far as it is imposible to estimate exactly one value as a measure of the quantitative value, but rather the data are in the form of intervals (i.e.: 50-100 persons affected and not 34 persons affected). It is any plan to update the model in order to allow the data to be provided as an interval ? if not, that the only option for us is to provide the data as qualitative values (low, medium, high, etc), but in this case we will not provide any cantitative information, even if we have it. another option is to provide the intervals as cantiative information (i.e.: 50-100 persons affected as characterstring), but this is quite strange. We think that minValue and maxValue should exist as well in the model and not only the exact value that realy does not make sense when we are speaking about probability. Can anyone comment on this?
