Natura 2000 - European data set

Natura 2000 is the key instrument to protect biodiversity in the European Union. It is an ecological network of protected areas, set up to ensure the survival of Europe's most valuable species and habitats. Natura 2000 is based on the 1979 Bird's Directive and the 1992 Habitat's Directive.

Natura 2000 is an ecological network composed of sites designated under the Birds Directive (Special Protection Areas, SPAs) and the Habitats Directive (Sites of Community Importance, SCIs, and Special Areas of Conservation, SACs). More information: and

Natura 2000 is one of the explicitly mentioned classification - designation schemes defined in INSPIRE Protected sites data specifications.

    I was wondering why those European data sets are not (yet?) accessible through INSPIRE view and download services? On only (non-INSPIRE compliant) shapefiles are available!

    Hi Daniela,

    I observerd this year that unfortunately both EEA and DG ENV have problems to use the Natura 2000 and CDDA datasets provided according to INSPIRE Protected Sites application schema in GML 3,2 format or trough WFS 2.0.

    For example, you may find here the Natura 2000 dataset reported in GML 3.2 format (02_RO.ENV.PS.N2K.gml.7z) and in the explanatory note signed by the Secretary of State it can be seen the link to the WFS 2.0 GetCapabilities Document.

    A new delivery was necessary to be provided after two weeks in 11 April as the DG ENV requested as well the boundaries of Natura 2000 sites in shapefile format as it can be seen here (03_RO.ENV.PS.N2k.rar).

    Simmilar happened with CDDA reported to EEA where the National Protection Agency provided only the link to the GetCapabilities document in the Explanatory Note. Spatial data was not provided at all in CDR, but just the link to the GetCapabilities document. We will see if the 2016 aggregated CDDA database will contain or not the boundaries delivered trough WFS or will just use those delivered in 2015 in shapefile format.

    Therefore is quite understandable why the European datasets are not yet accessible trough INSPIRE view and download services.

    In any case I think that first of all the MS need to provide the PS datasets trough WFS 2.0 services and then it would be possible to provide an aggregated dataset trough a WPS service. Unfortunately till now there are not to many examples of PS datasets provided by MS and even less compliant datasets provided trough WFS (only one).
